The Town Hall is a 35,000 sq ft two-storey building, constructed at a cost of $4.2M. Features include an Atrium entrance, barrel vaulted skylights, Council Chambers, building automation and integrated management information system.
The site’s central feature is a landscaped pond area which is also a key element in the storm water management system. The building structure consists of rigid steel frames, pre-cast concrete floors and architectural pre-cast concrete wall panels. The combination of a complete steel skeleton and precast materials resulted in quick completion of the exterior shell. Moment connections permit continuous perimetre glazing panels with the absence of vertical bracing.
The building envelope was designed to meet the ASHRAE 90.1 Energy Efficient Standard.
The HVAC system is digitally controlled and monitored by a central computer processor. The V.A.V. system is supplemented with perimetre heating consisting of hydronic radiant panels. The automated monitoring of heating and cooling systems provides optimal performance while reducing energy consumption.
The interior lighting systems are comprised of energy efficient fluorescent fixtures employing T8 lamps and electronic ballasts. Lighting systems are controlled via motion sensors and programmable dimmers. Extensive use of indirect lighting systems are provided throughout to meet the requirement of IES RP-24. The Council Chambers is equipped with state-of-the-art audio/video system.
